Subject: [PATCH] ci: drop the build and flakes jobs

nixbot builds every flake output and check of devshell. The Actions
matrix duplicated it and ran on runners that GitHub retired
(ubuntu-20.04, macos-11, macos-12), so main stayed red.

The template devshell sanity check is not covered by a flake check.
