docs(agents): say CI is real, Spark is private and no key is normal - #1884

Conversation
Agents in cloud sessions kept reporting that the repository has no CI and no Spark. CI is GitHub Actions and runs on every pull request; gh fails there only because its token does not authenticate, so the guide now points at the GitHub MCP tools. Spark is the owner's private machine and was never a step anyone else owed. Add a when-to-run table so cloud sessions lean on touched packages instead of repeating it locally, and drop the PR template's line about the deleted known-red ledger. What changed
Agents in cloud sessions kept reporting "there is no CI" and "there is no Spark". Neither was true; the guide let them believe it.
ghis installed but itsGH_TOKENdoes not authenticate, so agents read CI through the GitHub MCP tools instead. Spark is the owner's private machine and never a step anyone else owes. No provider key is the normal state, and the e2e suites skip green without one.test-focuswhile editing,test-quickbefore a push,pr-readyon the owner's laptop. A cloud session lets CI'stouched packagesbe the full proof instead of running the same selector twice. Nevermake checkor e2e as routine.docs/rules/ci.md: the one mention of Spark now says it is private..github/known-red.txt, which was deleted in provider, cmd/aforge: the last loose locks hold their mutex from a defer (review needed) #1012, and adds a hint about CI and missing keys. How it was checked
make test-quick: green. 419s in a fresh container, 87s warm (these timings are the figures quoted in the table).go test ./internal/namelaw/: green.Checklist
