The workflow checker no longer takes a trailing comment for a key's value:
steps: # buildwith its items at the key's indent used to skip every step rule for that job, andon: # triggersgave a false "on must be a map". It now reportsonwritten as a list, and compares quoted values like plain ones, soshell: "bash"passes and a quoted top-level"write"is caught. The convention marks every rule that no tool checks as "(review)", documents the existing "no per-step shell" rule, and notes that actionlint does not read composite actions, so their scripts get no shellcheck.
