Implements ADR-0036 (post-R1 parity): bounded Pulsar redelivery, poison routing and identity-less bodies as poison, plus conformance v1.7.0. See CHANGELOG for the behaviour changes.

Consume\Dispatcher now caps attempts (default 3), routes poison to a
<queue>.dlq derived from the consumer's own queue or topic (never
default.dlq), drops and logs when no DLQ writer exists, and on Kafka
falls back to the subscribed topic or degrades to commit + drop + log
when the target is ambiguous. PulsarConsumer retries by re-publishing
with bq-attempts + 1 through a producer derived from the client's
service URL, so the cap holds on Exclusive and Failover subscriptions;
DLQ records keep the bq-job route. Identity-less bodies are poison.
Vendors conformance v1.7.0.
