Group CodeQL action updates in one Dependabot PR - #316

Dependabot opened separate PRs for github/codeql-action/init and github/codeql-action/analyze (#313, #314). The analyze step fails when the two run different versions, so each PR failed CodeQL on its own. A group makes them one PR. Dependabot reads this file from master; staging carries the same file so the next release merge does not conflict.

Dependabot opened separate PRs for
github/codeql-action/init(#313) andgithub/codeql-action/analyze(#314). CodeQL fails when the two steps run different versions ("Loaded a configuration file for version '4.39.0', but running version '4.38.2'. All steps in a workflow that usegithub/codeql-actionmust use the same version"), so each PR failed on its own. With the group, both arrive in one PR. #313 now carries both bumps for this round.Dependabot reads its configuration from the default branch, so #316 (master) makes it take effect, and #317 (staging) keeps the file identical so the next release merge does not conflict.
