remove so and thetao from bgc streams remove duplicated tracers in tracers_in_minimal_diag_output

marbl0.51.0 supports MARBL_DIAG_MODE=cmip7 and also introduces several new MARBL diagnostics that will be provided for CMIP7
This also gets mom6.h.bgc.z back into the CESM test suite baselines (but we need to add mom6.h.bgc.native as well!)
We want ATM_ALT_CO2_OPT=constant for all runs (this is the default in the MOM6 fortran code, so we should not include it in MOM_input)

As noted in NCAR/MOM6#459 (review) this branch performs as expected in the aux_mom_MARBL test suite. Before merging it, we should merge and tag NCAR/MOM6#459 and then include the new MOM6 tag in .gitmodules / update the submodule itself
Updating MARBL required increasing max_input_fields in input.nml as well (only the value used when running the test suite)
This PR adds a new mom6.h.bgc.native_annual stream and we were already at the maximum number of files
