This PR cuts 1.51.0 by bumping
versioninbuild.gradlefrom1.50.0to1.51.0and adding the 1.51.0 section at the top ofCHANGELOG.md.The new changelog block records what ships in this tag: scheduled messages (CHA-5933), fixes to keep
message_idin event additional fields and to omit emptyreaction_scoreson message requests, plus a README deprecation notice.
