Linux: accept MAC updates while interfaces are up - #748
When a network interface's MAC address changes, dhcpcd receives the RTM_NEWLINK notification. If the interface's IFF_UP flag is set at that point (i.e. the interface is "up"), dhcpcd currently leaves its cached MAC address unchanged. This can prevent it from completing the DHCP exchange until dhcpcd is restarted.
Fix this issue by processing valid MAC address updates even when the interface is up.
Encountered on a hotel WiFi with iwd 3.12 using AddressRandomization=network and dhcpcd 10.5.2: I only got an IP address after restarting dhcpcd.
Temporarily-added logging confirmed that the notification reached the hardware-address handling code with the new MAC and IFF_UP set. Due to the IFF_UP check, it then skipped the MAC address update.
A packet capture confirmed that outgoing DHCP packets used the permanent MAC while the interface already had the randomized MAC.
Conclusion: the interface started with the permanent MAC address set on it, dhcpcd picked that up, then iwd updated it to a random MAC address, then dhcpcd ignored that update, and hence was unable to complete the DHCP exchange.
The MAC address of an interface can change even if it is up (IFF_UP);
for example, this can happen with MAC address randomization e.g. by iwd.
The link handler received the new address but was skipping it, leaving
DHCP packets using the old hardware address and client ID.
Fix it by applying valid address updates even when the interface is up.
link_netlink now updates hardware addresses when the interface is up only if the address has the expected length and passes validation. When the interface is down, it continues to process updates regardless of address validity or presence.

Summary
Hardware-address validation by interface state src/if-linux.c
The update logic checks hardware-address data for every link update. For an up interface, it requires the expected length and a valid address. For a down interface, it continues to process the update without those checks.
DHCP may continue using stale identity and lease state after a live MAC change. Refresh that state before merging.

Explanation
Issue [#303] requires dhcpcd to detect a changed interface MAC without a daemon restart. In src/if-linux.c, link_netlink now validates the reported hardware-address length and value, then calls dhcpcd_handlehwaddr even when IFF_UP is set. The existing down-interface behavior remains available for missing or invalid addresses. This implements the requested RTM_NEWLINK handling. Issue [#303] does not define an automated-test requirement or require removal of old RA-derived addresses.
Full details: Out of Scope Changes check
Explanation
The change is limited to the hardware-address handling in src/if-linux.c. It directly supports issue [#303] by updating the cached MAC address from valid link notifications while the interface is up. No unrelated behavior or unrelated files are changed.

preserve explicitly configured client IDs; leave DHCP state unchanged when the
address is identical.

If I understand this changeset correctly, we no longer need to consider the interface status.
!(ifi->ifi_flags & IFF_UP)
So this can be removed yes? Then we just care if the MAC address presented looks valid.
