Dashboard side of the post-Phase 6 cleanup in PoliNetworkOrg/backend#97.

• Audit log: the Telegram profile no longer falls back to audit.adminId. The backend drops tg_audit_log.admin_id after copying it into actor_tg_id, so actorTgId covers every row.
• Agent mode: the backend no longer has an anonymous path, so agent mode (no access token) gets UNAUTHORIZED from it. Comments, AGENTS.md and the README now say so: pages that read the backend show their error state, People serves its sample data, and real data needs a normal IdP sign-in.
• Drops a stale comment about "legacy callers" on grant writes.

Order

Merge before backend#97. It works with the current backend too.

Verification

• pnpm run typecheck: OK.
• vp check: 0 errors (28 warnings already on main).
• pnpm run test: 203 passed.
