feat(people)!: let People manage bound roles through the backend - #73
Needs a new review. The earlier approval predates #75 being merged into this branch. The branch has been reset to d698d3c, which drops #75 and the four commits after it (no preliminary people, no 0024_people_registration). The rework for #78 is one commit on top: ce030c5.
Why
The admin dashboard's People register gives people predetermined roles. It needs to read who holds them here, and to change them without becoming a way around this IdP's delegation rules. People without a login account live only in the backend. Auth never holds placeholder users.
What
Binding a role to People. On a role's page (People register card) or with the MCP tool set_role_people_binding, a hand-made role is bound to one of:
admin;
capo (new: Capo Admins);
team:<key>:member or team:<key>:lead.
The binding is stored in role.people_binding (migration 0023, with a check constraint).
Binding needs the new managed permission idp:people:bind. It always implies idp:roles:read. Master Admin holds it through the wildcard.
Binding is bounded like editing a role: only Master Admin can bind or unbind a role granting permissions they don't hold.
Managed roles can't be bound. Neither can roles carrying any idp:* permission, whether directly, through a parent or through an implication. Saving a role or permission that would give a bound role such a permission is refused.
GET /api/internal/people-roles (backend client, idp:access:read): the bound roles and everyone holding them by hand or through a parent role. For each person: name, directory email, Telegram ID and username, roles, assigned, and since ({ roleKey: "YYYY-MM-DD" }, the earliest current assignment conferring each role).
Soci removed: there's no longer a list of every Microsoft 365 account, and no azureId.
POST /api/internal/people-roles (backend client, internal scope idp:people:roles): one command, { id, actor, sub, reason, changes }, unchanged from the earlier version except that it adds capo. Each change is { kind: "admin" | "capo", active } or { kind: "team", team, role: "member" | "lead" | null }.
It's idempotent by id and applied all-or-nothing.
It answers 409 when the mapping is ambiguous, or when the requested state would still be held through another role (e.g. ending admin for someone who is still a Capo Admin).
Auth resolves the actor's access itself, and refuses unbound roles, self-grants, and bounded-delegation violations (unless Master Admin).
Delegation as one rule per binding kind (PEOPLE_RULES in src/auth/people-binding.ts). Each rule applies to the role and to every bound role it inherits:
Binding
Who may give or take it back
admin
admin:access + people:write
capo
admin:access + people:appoint (and, through inherited admin, people:write)
team:<key>:member
admin:access + people:write, or the Lead of that team
team:<key>:lead
admin:access + people:appoint
"A Capo Admin may manage the admins under them" would be another way to be allowed in the admin rule; it isn't built. The command schema strips unknown fields, so an optional scope field can be added later without breaking older deployments.
Deploying
Deploy before the backend PR. Then follow #79 (also in the README under Deploying People roles):
Migrate (0023_role_people_binding). It also adds idp:people:bind.
Grant idp:people:bind if anyone besides Master Admin should configure People.
Bind admin → admin, capo-admin → capo, and the HR / Design / Intl / Events member and lead roles.
Master Admin can bind a hand-made role to the admin dashboard's People
register (admin, team:<key>:member, team:<key>:lead) on its page. Roles
carrying idp:* permissions can't be bound, and role or permission saves
that would give a bound role one are refused.
- GET /api/internal/people-roles (backend client, idp:access:read) lists
the bound roles and their holders with name, directory email and
Telegram, including roles that grant no permission.
- POST /api/internal/people-roles (backend client, new scope
idp:people:roles) gives or takes back a bound role on behalf of the
dashboard user the backend authenticated. This IdP resolves the actor's
own access: no self-grants, people:write (or leading the team) for
admin and member roles, people:appoint for Leads, admin:access, and
bounded delegation unless Master Admin. Audited with via: "people".

Explanation
The title "feat(people)!: let People manage bound roles through the backend" matches the main change. The changeset adds People role bindings (role.people_binding, idp:people:bind), the /api/internal/people-roles GET and POST routes, and the set_role_people_binding MCP tool. The breaking-change marker (!) is consistent with the PR's new contract. The title is specific and concise, and it fits the PR objective, which is the same feature under a slightly different title.

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Require a non-blank reason.
The PR states that each change is audited with a reason. However, z.string().trim().max(500) accepts "" and whitespace-only input. A role change can then be audited with an empty reason. Add .min(1) after .trim() so the 400 path rejects a missing reason.
Based on learnings: an admin user-management API with an audit policy should require a non-blank "reason" field with a max length and validate it.

Master Admin can call set_role_people_binding, so an agent connected to
the MCP server can set up People roles end to end alongside
create_permission, create_role and assign_role.

…nges
- An unknown actor got a 500 from the membership refresh; it is now the
intended 403.
- A People change that alters nothing (already held, or held only
through a parent role) no longer writes an audit row claiming it did.
- The directory says which bound roles each holder was given directly,
the only ones a change can take back.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
People now sends one command per person with the desired state of each
changed concept. Auth plans the concrete assignments against its own graph,
checks the actor for every one of them before writing, and applies all or
none. A command that would leave the requested state held through another
role is refused with 409 instead of reporting a revocation that never
happened. The command is stored as a `people.roles` audit receipt, so a
retry after a lost response applies nothing again and returns the current
roles.
The actor check now covers every bound role a role inherits, so a member
role wrapping a Lead role needs people:appoint.
The People directory also lists accounts with a PoliNetwork Microsoft 365
login and their object ID, so People can match Microsoft 365 members to
linked accounts without relying on an address.
BREAKING CHANGE: POST /api/internal/people-roles takes
`{ id, actor, sub, reason, changes }` and answers with the person's bound
roles, instead of `{ actor, sub, role, action, reason }` and 204. Deploy
before the backend.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
PoliNetworkOrg/backend#99 reads the People roles from GET /api/internal/people-roles on every operation instead of copying them, and #75 (into this branch) adds since per held role so the backend can show when a role started without storing it.

Don't merge this yet, even though it's approved. The approval came before #75 was merged into this branch, so merging now would also ship #75 without it having been reviewed on its own.
We set a direction for People in the roadmap PoliNetworkOrg/admin#146. For this PR, it means (details in #78):
Remove the Microsoft 365 account list and azureId from GET /api/internal/people-roles. Soci is no longer part of People.
Add a capo binding kind for Capo Admins. It needs people:appoint, like a Lead.
Replace the Master Admin check for binding a role with a managed permission (e.g. idp:people:bind), and use it in the MCP tool too.
Restructure the delegation rules as one rule per binding kind. We may later let Capo Admins manage the admins under them, and that should be a small change.
The command contract (POST, idempotent, all-or-nothing, Auth checks the actor) stays as it is. The production steps are in #79. Note that it-core and it-lead can't be bound as the deploy notes above suggest, because they grant idp:* permissions.
…d and drop Soci
Rework of #73 for #78, after dropping #75's preliminary people.
- Add the `capo` binding for Capo Admins: pattern, check constraint, parser and
`{ kind: "capo", active }` commands. Appointing or ending one needs
`admin:access` + `people:appoint`; `capo-admin` inherits `admin`, so
`people:write` is required too.
- Binding a role to People needs the new managed permission `idp:people:bind`
(always implies `idp:roles:read`) instead of Master Admin, bounded like role
edits: only Master Admin binds a role granting permissions they don't hold.
The role page card and the MCP tool follow it.
- Restructure delegation as one rule per binding kind (`PEOPLE_RULES`), so a
later "Capo Admins manage their admins" rule is a local change.
- `GET /api/internal/people-roles` lists only holders of bound roles: no
Microsoft 365 accounts or `azureId`. It reports `since` per held role.
- README: People roles and the deployment steps from #79.
Folded into the unreleased migration 0023.
