cibuildwheel 4 exits with status 3 when a repository's skip list selects no builds. A repository that skips *-macosx_* therefore fails its publish on the macOS cell that the native wheel matrix has carried since publishing-v7, which the matrix comment says should build nothing. pygraphics v0.1.1 failed this way:

cibuildwheel: No build identifiers selected: BuildSelector(... skip_config='*musllinux* *-macosx_* *-win32' ...)

This sets CIBW_ALLOW_EMPTY on the macOS cell only, so a Linux or Windows cell that selects nothing still fails. Takes effect from the next publishing tag.

cibuildwheel 4 exits 3 when a repo's skip list selects no builds, so a
repo that skips *-macosx_* failed its publish on the macOS cell that
publishing-v7 added (pygraphics v0.1.1). Allow an empty build on macOS
only; the expected-wheel-count check still catches an empty Linux or
Windows cell.
