Bumps the bundled Coana CLI from
15.13.1to15.13.2by updatingCOANA_CLI_VERSIONinsrc/constants.mts, which is the default for reachability scans,socket fix, and related flows that spawn Coana.The Unreleased changelog entry is updated to match. Engine behavior for this patch comes from Coana 15.13.2 (see the reachability analysis changelog); this PR only pins that version in Socket CLI.
