The packages that Dependabot skips and that a change must not update come from the dependency policy of the zairakai group (php.json), not from a hand-written list: - the block between the markers dependency-policy (composer) of dependabot.yml is written by update-dependencies dependabot-sync, and the workflow Policy sync opens a signed pull request when it is out of date; - the workflow Policy fails a pull request that updates a package of the policy.

Brings the policy workflows (Policy, Policy sync), the audit gate and the cleanup of the held-back table into main, so that GitHub runs the scheduled and manual workflow from the default branch. No tag: nothing is published.
