Delegate bl tools authentication to Roxy on Blox - #16

Use the Blox-configured BL_TOOLS_BASE_URL origin without local organization configuration or session lookup. Omit local session and STS credentials in proxy mode, preserve tools API routing, and refuse redirects. Requests to that origin skip local organization routing and session lookup, send no local session or STS credentials, and use the direct backend's/cash-app/goose/service path by default. Explicit service paths remain supported. Proxy requests do not follow redirects. Other origins and internalagent-toolsretain their existing authentication behavior.
