Add AGENTS.md instructions that direct Codex to the shared CLAUDE.md guidance.
Backlog reference: LMCROSSITXSADEPLOY-3456, also used for the existing Claude setup.
Validation: reviewed the instruction file and verified the diff with git diff --check.
