feat(forms): allow deleting a survey that has language versions - #1100
Removing a survey (or program form) was impossible as long as it had any language versions: the remove button was simply disabled, with no hint why. In practice the user had to delete each language version first (see #932, closed as "a survey can be deleted once all its language versions have been deleted").
Now:
Backend:Survey.can_be_deleted_by no longer requires the survey to have no language versions. It requires that none of the language versions have responses, which is the same guarantee Form.can_be_deleted_by gives for removing a single language version. It also requires no follow-up surveys, because Survey.parent is PROTECT and would otherwise raise on delete. DeleteSurvey runs inside a transaction; the language versions are removed by the existing CASCADE.
Frontend: The remove button on the survey and program form editors is now active when language versions exist. The existing ModalButton confirmation dialog lists the language versions that will be removed along with the survey, for example "The following language versions of the survey will also be removed: Finnish, English." When removal still isn't possible, the disabled button's tooltip shows the existing cannotRemove message. This replaces the // TODO disabledMessage comments.
Pending invitations:Invitation.survey is CASCADE, so deleting an invitation survey also removes the invitations that haven't been accepted yet, and the links in emails already sent stop working. The dialog now says how many will be removed (new FullSurveyType.countPendingInvitations). It warns rather than blocks.
DeleteSurvey looks up the survey, locks its language versions and runs the eligibility check inside the transaction, so a response submitted at the same moment can't be removed by the cascade.
The cannotRemove messages also mention follow-up surveys.
Translations are added in en, fi and sv.
Test plan
New test_delete_survey_with_language_versions: a survey whose language versions have a response can't be deleted (both the model check and the mutation refuse). Once the response is gone, the mutation deletes the survey and its language versions.
New test_delete_survey_with_followups_and_invitations: a follow-up survey blocks deletion; countPendingInvitations counts only unused invitations, and they are deleted with the survey.
pytest kompassi/forms/tests.py passes (40 tests)
tsc --noEmit, prettier, eslint and prek pass
Manual: on a survey with fi+en versions and no responses, remove it from the editor. The dialog lists both language versions and the survey is gone afterwards.
Deletion warnings now list language versions and pending invitations that will also be removed when deleting a survey or program form.
Warnings explain when linked follow-up surveys or program offers prevent deletion.
Bug Fixes
Surveys can be deleted when they have no responses or follow-up surveys, even if they have language versions. Deletion remains blocked while responses or follow-up surveys exist.

Walkthrough
Survey deletion eligibility now depends on responses and follow-up surveys. The deletion mutation locks the survey and its language versions, then performs removal in a transaction. The frontend reports deletion restrictions and lists language versions and pending invitations that deletion will remove.

Summary
Deletion eligibility and removal kompassi/forms/models/survey.py, kompassi/forms/graphql/survey_full.py, kompassi/forms/graphql/mutations/delete_survey.py, kompassi/forms/tests.py
Deletion eligibility checks for responses and follow-up surveys instead of language versions. The mutation locks the survey and its language versions, checks permission, revokes workflow access, and deletes the survey in a transaction. Tests cover deletion blockers, language versions, and invitations.
Invitation count and deletion details kompassi-v2-frontend/src/app/[locale]/[eventSlug]/surveys/[surveySlug]/edit/models.ts, kompassi-v2-frontend/src/app/[locale]/[eventSlug]/..., kompassi-v2-frontend/src/app/[locale]/[eventSlug]/program-forms/...
The GraphQL field counts unused invitations when deletion is allowed and returns zero otherwise. Frontend queries request the count. The editors show a cannot-remove title and conditional notices about language versions and pending invitations. The language-name helper uses supported-language names or uppercase language codes.
English, Finnish, and Swedish messages describe deletion blockers, language versions removed, and pending invitations whose links stop working. Invitation messages distinguish singular and plural counts.
Before merging, confirm that concurrent responses cannot be deleted after the eligibility check and that disabled deletion controls explain follow-up-survey restrictions accurately.

Previously the remove button of a survey or program form was disabled as
long as it had any language versions, with no explanation. Now a survey
can be removed as long as none of its language versions have responses;
the confirmation dialog lists the language versions that will be removed
along with it. When removal is not possible, the disabled button's
tooltip tells why.

- The remove dialog of surveys and program forms says how many invitations
that have not been accepted yet will be removed along with the survey
(new FullSurveyType.countPendingInvitations).
- DeleteSurvey looks up the survey, locks its language versions and checks
eligibility inside the transaction, so a response submitted concurrently
cannot be deleted by the cascade.
- The cannotRemove messages also mention follow-up surveys.
- Test the follow-up and pending invitation cases.

DeleteSurvey now looks up the survey, locks its language versions with select_for_update() and runs can_be_deleted_by inside the transaction, so a response submitted at the same moment can't be removed by the cascade.
Pending invitations (Invitation.survey is CASCADE): the remove dialog now says how many unaccepted invitations will be removed and that their email links stop working (new FullSurveyType.countPendingInvitations). It warns rather than blocks.
cannotRemove now mentions follow-up surveys in en/fi/sv. This also covers CodeRabbit's thread on ProgramFormEditorView.tsx:63.
New test_delete_survey_with_followups_and_invitations covers the follow-up and pending invitation cases.
