When a validator client restarts before the next reload, builder settings can fail because its remote keys are missing. Import missing keys through the existing remote-key endpoint and restore their saved fee recipients before applying builder settings.

Keep updates as typed records through request preparation, database writes, and client application. Update all database callers to use the array API, preserve omitted settings and reset intent, and reject duplicate records before writing a batch.

Validation: TypeScript checks for source and tests, lint, formatting, and whitespace checks pass. Added regression coverage for missing-key imports, partial updates, and atomic batch validation. Tests were not run at the user's request.

Teku can acknowledge an import while its doppelganger check is still pending, so application may still require a later reload. This change does not provide builder API support in Teku versions that lack the endpoint.
