Typing a name that prefix-matched an existing tag (e.g. "Industrial" → "Fourth Industrial Revolution") and pressing Enter or comma committed the auto-highlighted suggestion instead of what was typed, so the new tag could never be added.

  • Enter only picks a suggestion once the keyboard or mouse has actually moved into the menu.
  • Comma always commits the typed text.
  • Added a regression test; frontend tests (403) and build pass.

Enter and comma committed the auto-highlighted first suggestion even when
the user had not moved into the menu, so a typed name could never be added
if it matched an existing tag. Only an explicit arrow/hover selection now
picks a suggestion, and comma always commits what was typed.
