fix(updater): sign generated skill metadata with the existing App - #604
Skill updates can be blocked because their generated release metadata is committed without a verified signature. This prevents otherwise valid updates from reaching consumers safely.
What
Publish the generated metadata with the existing GitHub App and verify the result before reporting success. Keep the existing update scope, review requirements and permissions.
Part of #603. Combine the generated digest, version and release notes into one expected-parent API commit, then verify the complete tree and native signature. Keep metadata scope, permissions and mandatory review unchanged.

Walkthrough
The updater workflow now runs generation scripts from a trusted checkout and stages generated plugin metadata in a separate update checkout. A new publisher validates staged changes and publishes them through GitHub’s signed commit API, then verifies the commit and branch state. Offline tests cover successful publication, no-op runs, invalid inputs, and simulated forge failures. CI checks and documentation include the new test and publisher workflow.
Possibly related issues
devantler-tech/agent-plugins issue 603 — The change publishes generated metadata through the GitHub App and verifies the signed commit and tree described in the issue.
Ordinary metadata updates appear mergeable. A substantially larger changelog could block publication, and a future workflow edit using Git global options could evade the direct-write test; both are bounded follow-ups.

- Around line 108-109: In the metadata encoding flow, avoid passing the encoded
payload through the `jq --arg contents` command-line argument, which can exceed
the system argument limit for large files. Write the base64 output to a
temporary file, then load it with `jq --rawfile contents` while preserving the
existing `path` handling and additions update.
Review comments at @scripts/skill-update-scope.test.sh:
- Around line 54-55: Update the git write-command check in the scope test to
detect commit and push commands even when git options such as -C update appear
before the subcommand. Add fixture assertions confirming both git -C update
commit and git -C update push are rejected.

143-144: 🩺 Stability & Availability
Keep the encoded branch path.
The GitHub ref endpoint accepts the %2F-encoded slash for an existing slash-containing branch. The claimed 404 failure is not supported, so replacing it with the plain branch path is unnecessary.

139-143: 🎯 Functional Correctness
The generator scripts already target update.
The workflow runs all three scripts with working-directory: update. Their repository paths are relative to the current directory. Their script-relative paths only load helpers. The Node helper is also invoked from trusted-tools, where npm ci installs commonmark.

The two findings from the prior CodeRabbit review are fixed and their threads resolved. That authenticated review, submitted at 2026-10-25T06:20:11Z, explicitly reports zero included reviews remaining in the hourly allowance for this repository. The current-head no-gate guard returned ADMIT. Continue with Codex rather than request a paid or redundant CodeRabbit review; a new included allowance or newer successful review in this scope supersedes this limit.

The authenticated Codex response reports that this account has reached its code-review usage limit. The review failed without a substantive finding or clean verdict, and the current-head no-gate guard returned ADMIT. No credits or overage are authorized. Continue to the next included review provider; the account limit supersedes only when fresh provider evidence shows recovery.
Bugbot has now completed a clean review at 26e51814ba66ca75f012d80e36668f6e7db07f56; all reported findings are addressed or refuted with native evidence and all current CI checks pass.
There is also a legitimate pending upstream update to exercise this repair: agent-skills v1.28.1 has published the reviewed portfolio-maintenance split, while the installed bundle still contains its previous 34,720-byte entrypoint. I will run the existing updater at this reviewed draft head, scoped to agentic-engineering, to produce its normal adoption proposal and verify the actual App-signed metadata commit. This uses the existing App and declared workflow permissions; it does not merge or activate an update. The native writer result remains a required verification item.
Readiness at 26e51814ba66ca75f012d80e36668f6e7db07f56: all current native checks pass (22 successful, three intentional skips), Bugbot’s completed review at this exact head reports no new issues, and all three prior threads are resolved. The earlier message-normalization finding was refuted against actual API responses without weakening the readback.
The real user path now passed: scoped normal updater 40174886227, attempt 1, ran all four jobs successfully from this reviewed head and produced portfolio-maintenance proposal #605. Its source commit 761402e08418b28edc8006e3b7e46dd06a62476a and metadata follow-up 7384068f135010de34ad0dbcb404d9140e44e069 both read back as verified botantler-1 App commits, with the expected ordered parents and exact messages. The changed publisher completed its independent full-tree, signature, identity, parent and branch checks. #605 is draft and will be retargeted to main after this repair merges; the trial does not activate instruction changes.
Local RED/GREEN and 27 real-Git fixture cases pass under Bash 5 and 3.2, including the 1 MiB transmitted payload and failure/refusal cases. The actual native lint commands, skill specs and scope contract pass. Internal review found no remaining correctness or trust-boundary issue: trusted generators stay separate from the update checkout, the existing App scope is unchanged, and uncertain writes still stop without automatic retry or rollback.
