@IsaacG - why was this opened? The tooling repos use alpine images that are tied to the version of Python, and largely only change when the Python version changes. This CI uses an image as a base to call the test runner - but that is best updated manually - I don't want an auto-PR or more notification noise for it.

And yes - the CI is out of date. I'm going to set aside some time to upgrade it. But I don't want dependabot more active than it already is on this repo. Thanks.

The same config was PRed across most (all?) repos to keep things clean and uniform. It's especially handy for images using a common base image (eg alpine) as reusing the same base across images reduces storage size/costs. If that's not helpful for this repo, then closing it out is entirely fine!
