Since this is now a proposed endorsed note from the Radio IG, adjust the iovogroup to reflect this.

Upload to the document repository failed because the ivoagroup metadata wasn't correct. Which made me realise that this really should be the Radio IG instead of the Data Model WG for the note.

@kettenis the issue is the group name, not recognized by the upload system (my take).
Use the one that you prefer and, when uploaded, send an email to ivoadoc@ivoa.net asking to fix the landing page.
It's easier than me patching the code server side right now.

@molinaro-m but the group name was also wrong in the document; something we forgot to change when we went from proposed recommendation to proposed endorsed note. So that needs to be fixed anyway.

As far as I can tell the upload system does recognize "Radio" as an interest group, so after this gets merged things should work (hopefully)

I wonder if an endorsed note cannot be under the responsabiity of a Working group. So Why not keeping DM ?

Since the HEA PEN has been uploaded under the HEIG, I would say it makes sense to have the Radio extension follow the same route, also considering that the "REC" parts will end up in the relevant WGs. This path has also been used for the DataOrigin EN that was submitted under the DCP IG.

I took the chance to update the server side part to accept Radio as a submitter because it was true only for the ivoatex upload client. If it does not work, ping me.
