feat(dibbs): fsc filter on the DIBBS list options (v0.4.0) - #17

ListDibbsRfqsOptions, ListDibbsRfpsOptions and ListDibbsAwardsOptions gain `fsc`, the Federal Supply Class filter added in Tango API 5.13.0. Each value is the four-digit class (the first four digits of the NSN); several OR together with `|`. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
