Route Dependabot npm updates through PackageFeedProxy

Why

Dependabot's existing configuration covers GitHub Actions, not npm registry
access. Use the same package catalog for npm updates and restores, following
microsoft/react-native-windows#16511.

What

  • Feed routing. Configure PackageFeedProxy and its anonymous archive hosts
for default-branch npm updates. Route locked archive URLs through the proxy
without changing versions, checksums, or dependency constraints.
  • Age and PR scope. Apply an eight-day npm version-update cooldown,
preserving the existing Actions policy and keeping routine npm version PRs
disabled. Security updates and alerts are not disabled.

Testing

Schema/policy checks, exact lockfile comparison, frozen proxy/offline installs,
and the package build passed. Live bot behavior requires a post-merge check.

Changelog

Should this change be included in the release notes: no. Align Dependabot's npm
registry and archive routing with the package feed.

Microsoft Reviewers: Open in CodeFlow

Configure proxy metadata and anonymous archive hosts for npm updates.
Normalize locked archive URLs without changing versions or checksums.
Preserve security visibility and the existing routine-update scope.
