Summary

A local holdout hit used to return the holdout variation right away and skip every remaining rule for the flag. Now a hit only excludes the user from that one rule, and evaluation moves on to the next experiment or delivery rule. Each hit still sends its own holdout impression.

Changes

  • A local holdout hit on an experiment or delivery rule skips only that rule, and evaluation continues with the next one, with no jump to Everyone Else
  • All holdout hits for a flag are collected in a list. The existing single holdout field stays, is marked deprecated, and holds the first hit
  • decide sends one holdout impression per hit, whatever sendFlagDecisions is set to; DISABLE_DECISION_EVENT still turns them off
  • Legacy APIs skip a locally held-out rule and send no holdout event, the same way they treat global holdouts bypassed by excludeTargetedDeliveries
