Test and CI work no longer waits behind the queue it would shorten: at the cap, 1 pushed gh pr create with a throughput-only diff passes, with at most 2 such PRs open. Closes #2180.

What changes

  • flow_alarm.py: anything the hook cannot judge keeps the deny (operators, expansions, glob and brace words, another repo or head, bundled options, HEAD not pushed as is, a non-origin remote or gh default repo).
  • Every deny is logged to perun-flow-denials.jsonl with its class only, no file names or command text.
  • red-gate-triage.md: admission guidance adds a PR's prior drop specs and a capped hot set, triaged with solo re-runs, base-red subtracted; one eval.

Known limits

  • Paths are judged by name, not content: a CI-config edit passes whatever it changes.
  • A title holding $ * ? [ { or a backtick keeps the deny, quoted or not.
  • Creation only; local ledger; two sessions can race for the last slot.
  • Admission is guidance only; train_land.sh does not implement it yet.
  • Budget raises: flow-guards.md 2105→2684, red-gate-triage.md 29039→30007.

Verification

Tests: run-ci-tests.sh --affected 19/19 on an identical tree; flow_alarm 68/68; changelog fragments 23/23

… prior drop specs and a hot set

At the cap, the stop-starting hook denied test and CI work along with everything else, so the work that would shorten the queue waited behind it. It now lets through one lone `gh pr create` of a pushed branch whose diff against origin/<base> holds only throughput paths (test files, CI config, test-runner config; PERUN_THROUGHPUT_PATHS replaces the list) while fewer than PERUN_THROUGHPUT_OPEN (default 2) such PRs are open. Anything the hook cannot judge keeps the deny: an operator or expansion, a glob or brace word (quoted or not), another repo or head, a bundled option, a branch not pushed exactly at HEAD, a remote other than origin, or a gh default repo other than base; remote names, ref names and config values are compared whole. Every deny is logged with its class and no file names or command text. The red-gate-triage admission section now recommends running the specs named in a PR's earlier drop records and a capped recent hot set at admission, triaged with solo re-runs and base-red failures subtracted, states that the train script does not do this yet, and one eval covers it.
