Moves Bower/psc-package/Pulp configuration to Spago and the registry, preserving published dependency bounds for 8.0.1. Updates CI, formatting tools, and the existing Parcel browser bundle.
Preserved tests compile and the browser bundle builds; browser runtime execution is not covered by CI. npm audit reports three high-severity affected packages from one advisory chain in development-only Spago dependencies.
