Migrates
stringsfrom Bower/Pulp to Spago and updates CI. The registry deprecated support for Bower-based packages in September 2023, and as of September 1, 2026 it no longer promises any long-term support. To accommodate the change, this upgrades us to the officially-supportedspagopackage manager.I also updated CI and our format/linting. Each change is in separate commits. The existing benchmark is now an unpublished workspace package, with compatibility repairs for current Effect APIs and ES modules; its workloads and
--expose-gcflag are preserved.This will be released as version
6.1.0because master includes the unreleasedstartsWithandendsWithAPIs (#147). The migration preserves library algorithms and the production dependency bounds published for6.0.1; it also includes the existingfromFoldable1improvement (#168) and documentation corrections.
