Update rb-sys to 0.9.130 to fix arm-linux-musl gem builds

The native gem CI selects platforms from rb-sys's current main branch, which now includes arm-linux-musl, but installs rb_sys using the version in Cargo.lock. With 0.9.126 locked, this requests the nonexistent rbsys/arm-linux-musl:0.9.126 image and fails before compilation.

Update rb-sys and rb-sys-build in Cargo.lock to 0.9.130, which includes arm-linux-musl support and has a published Docker image. No other dependencies are updated.

The platform matrix still follows upstream main, so future target additions could cause the same mismatch. Pinning the matrix to the locked rb-sys version is a separate follow-up.
