Include Python 3.15 in revision alias publication and assign the Python 3 aliases to 3.15 consistently with the build matrix. Keep Python 3.14 minor and exact-version aliases available for every variant.

Problem
The Python 3.15 release would omit the exact-version image tags needed to select a fixed Python 3.15.1 revision.
Cause
The release alias configuration still starts at Python 3.14 and assigns the Python 3 aliases to that older version, while image builds now assign them to 3.15.
Solution
Include Python 3.15 in release alias publication and assign the Python 3 aliases to 3.15. Continue publishing Python 3.14 minor and exact-version aliases for all existing variants.
Validation
Rollout
Merge before publishing the next image revision so Python 3.15.1 exact-version aliases are included.
